Government Report Confirms Bishops’ Concern on Broken Promises on Abortion Coverage

Government Report Confirms Bishops’ Concern on Broken Promises on Abortion Coverage

Cardinal O’Malley: Investigative agency finds over a thousand health plans covering abortion on demand; breaking promise of "separation" of abortion funds from tax dollars. Knights of Columbus demand that Abortion-related abuses under Affordable Care Act require corrective action

WASHINGTON—A new report from the U.S. Government Accountability Office (GAO) “confirms the U.S. bishops’ longstanding concern about abortion coverage” in the Affordable Care Act (ACA), said Cardinal Seán O’Malley of Boston, chairman of the Committee on Pro-Life Activities of the U. S. Conference of Catholic Bishops.

The report, “Health Insurance Exchanges: Coverage of Non-excepted Abortion Services by Qualified Health Plans,” was recently issued by the GAO, an independent reviewing agency of the U.S. government.

Despite repeated claims by the administration and other supporters that the ACA would not promote abortion, the report identified over a thousand health plans eligible for federal premium subsidies that cover elective abortions. On five state exchanges, every plan covers such abortions in 2014; in another three large states, 95 to 98 percent of the plans do so. While state insurance departments are supposedly tasked by the federal government with ensuring that these health plans maintain segregated accounts for abortion funds to keep them separate from federal funds, the report indicates that this is not taking place.

“Surveys have shown that most Americans do not want elective abortion in their health coverage, and do not want their tax dollars to fund abortions.  Their wishes are not being followed, and it can be difficult or impossible for them to find out whether those wishes are respected even in their own health plan,” said Cardinal O'Malley.

Knights of Columbus Supreme Knight Carl Anderson, said the following upon the release of the GAO report, "Addressing a joint session of Congress in 2009, he (President Obama) said: ‘And one more misunderstanding I want to clear up — under our plan, no federal dollars will be used to fund abortions, and federal conscience laws will remain in place.’" Supreme Knight Anderson continued, "...the GAO report reveals that as with so many of the promises of ObamaCare, this assurance too has proven patently false and adds yet another broken promise to the troubled — and troubling — legacy of this law." The Supreme Knight concluded this statement with the following, "But as a country, perhaps it is time for us to consider what future there can be for a law whose signature achievement has been the magnitude of its broken promises.”

Arizona State Deputy Larry Becker urges every Knight to consider life issues as a paramount test this election season for each candidate vying for office. He said, "We have to use the power of the ballot to help break the tide of broken promises and to protect every life from natural conception to natural death." Further, he concludes, "And, we should pray, as prayer is the ultimate power that should support all of our pro-life activities -- pray for life personally and with your families."

Cardinal O'Malley: Government Report Confirms Bishops’ Concern on Abortion Coverage

FOR IMMEDIATE RELEASE

Cardinal O'Malley: Government Report Confirms Bishops’ Concern on Abortion Coverage

Investigative agency finds over a thousand health plans covering abortion on demand
Promised "separation" of abortion funds from tax dollars not implemented
Abortion-related abuses under Affordable Care Act require corrective action

WASHINGTON—A new report from the U.S. Government Accountability Office (GAO) “confirms the U.S. bishops’ longstanding concern about abortion coverage” in the Affordable Care Act (ACA), said Cardinal Seán O’Malley of Boston, chairman of the Committee on Pro-Life Activities of the U. S. Conference of Catholic Bishops.

The report, “Health Insurance Exchanges: Coverage of Non-excepted Abortion Services by Qualified Health Plans,” was issued by the GAO, an independent reviewing agency of the U.S. government, on September 15.

Despite repeated claims by President Obama and other supporters that the ACA would not promote abortion, the report identified over a thousand health plans eligible for federal premium subsidies that cover elective abortions. On five state exchanges, every plan covers such abortions in 2014; in another three large states, 95 to 98 percent of the plans do so. The Act’s alleged requirements regulating abortion coverage do not exist or are widely ignored. Many health plans do not inform enrollees about their inclusion of abortion coverage; they do not tell them how much they are being charged for such coverage; and they do not charge a “separate payment” for abortions that is distinct from the premium payment eligible for federal tax subsidies. While state insurance departments are supposedly tasked by the federal government with ensuring that these health plans maintain segregated accounts for abortion funds to keep them separate from federal funds, the report indicates that this is not taking place.

“This report confirms the U.S. bishops’ longstanding concern about abortion coverage that we raised both before and after enactment of the Affordable Care Act by Congress,” said Cardinal O’Malley. “Surveys have shown that most Americans do not want elective abortion in their health coverage, and do not want their tax dollars to fund abortions.  Their wishes are not being followed, and it can be difficult or impossible for them to find out whether those wishes are respected even in their own health plan.”

Cardinal O’Malley added: “The only adequate solution to this problem is the one the Catholic bishops advocated from the beginning of the health care reform debate in Congress: Bring the Affordable Care Act into compliance with the Hyde amendment and every other federal law on abortion funding, by excluding elective abortions from health plans subsidized with federal funds. At a minimum, Congress should not delay in enacting a law to require full disclosure of abortion coverage and abortion premiums to Americans purchasing health plans.”

Past USCCB materials on this issue, including Cardinal O’Malley’s letters to Congress endorsing the “No Taxpayer Funding for Abortion Act” (H.R. 7) and the “Abortion Insurance Full Disclosure Act” (H.R. 3279), are at www.usccb.org/issues-and-action/human-life-and-dignity/abortion/index.cfm.  For an analysis of how the Affordable Care Act treats abortion coverage see www.usccb.org/issues-and-action/human-life-and-dignity/health-care/upload/Backgrounder-The-New-Federal-Regulation-on-Coerced-Abortion-Payments.pdf.

NATIONAL DAY OF REMEMBRANCE FOR ABORTED CHILDREN

Arizona Knights are Urged to Attend Local Memorial Service

Since the Supreme Court legalized abortion in this country, over 50 million unborn children have died. The memory of these children deserve to be honored. On Saturday, September 13, 2014, a solemn prayer service will be held simultaneously at gravesites around the country where aborted children are buried and at memorials for victims of abortion.

All Knights of Columbus are invited to a memorial service for victims of abortion. A special Mass will be held at Our Lady of Mount Carmel Church, 2121 South Rural Road, Tempe, AZ 85282. The Mass takes place Saturday, September 13, 2014 at 10:00 a.m. The Most Rev. Thomas J. Olmsted, Bishop of Phoenix, will preside. The memorial service will follow.

State Deputy Larry Becker asks that every Knight should take time out on this date and time, either at this event, or at a local memorial for the unborn in his city to honor aborted children. "Brothers, I ask that you ensure that our unborn brothers and sisters are not forgotten," said State Deputy Becker.

State Deputy Message - Sept 2014

September 1, 2014

Brothers,

Charity is a key principle of our Order. We learn about the attributes of charity early in our Knights of Columbus career and are continuously reinforced on the benefits of charity. Supreme Knight Carl Anderson says, “The method that speaks strongest of Christ is love. As Knights, we should be prepared to let charity be our measure of the new evangelization. In this way, we can truly promote ‘a charity that evangelizes.’”

Being members of the Knights of Columbus, we are called to do charity. With your strong leadership and relevant programs, your council will grow stronger with abundant membership to do the charitable acts we are called to do. Asking a man to join our Order is a charitable act in itself.

During the month of September, councils across the state of Arizona will be conducting the Persons With Intellectual Disability Drive (PWID). This is a huge act of charity that we do in your local community. I encourage you to be active in your council’s drive. It is a lot of fun meeting people and offering them a Tootsie Roll with a smile on our face. It is amazing how generous people are, even in these tough financial times. Your council has an opportunity to support the qualified charity of their choice.

Supreme is asking that every council in the Order conduct a Corporate Communion in September. This is an outward sign to the parish community that the Knights support our Church and Priests. Please invite your families to join you. Also, please wear your council shirts and name badges to show that you are unified team. You should invite your local 4th Degree assembly to serve as the Color Guard for the Mass. Please ask your Pastor to help set the stage as a meaningful and spiritual experience for your council and the congregation at Mass.

We have made a lot of great updates to our State’s website. www.azknightsofcolumbus.org   We are using this tool as the main source of information to every Knight in Arizona. Please go to the site often to keep yourself informed on the many activities happening throughout the state. Soon, we will be introducing new methods of communication, including Facebook and Twitter.

Remember that by living our State theme, “I will choose Christ, I will choose love, I choose to serve”, you and your council will exemplify our four principles of Charity, Unity, Fraternity, and Patriotism. With this, your current members and your new members can be charitable in your council, Church, family, and community.

Vivat Jesus!
